COP31 Summit to Focus on Climate-Responsible AI and Electrification
On Monday, Turkey, the host of COP31, outlined its key objectives for the upcoming summit, including the promotion of “climate-responsible AI” and the encouragement of tech companies to utilize clean energy sources for their data centers.
The UN climate conference, scheduled to take place in Antalya, will feature initiatives aimed at reducing emissions from waste, enhancing the resilience of cities to climate change, and increasing electrification, with Turkey seeking international support for these endeavors.
A primary goal for Turkey is the achievement of a new electrification target, which entails increasing the proportion of global energy demand met by electricity to 35 percent by 2035. This objective involves replacing fossil fuel-based technologies, such as gas heating systems and diesel vehicles, with electric alternatives, with the caveat that the additional electricity must be generated primarily from clean sources like solar and wind power. Notably, Turkey’s “35×35” target does not specify the means by which this extra power should be produced.

As the formal climate negotiations commence on November 9, nations remain divided on the best approach to phasing out fossil fuels, and a significant breakthrough on this issue is not anticipated.
In collaboration with a United Nations agency, a draft “political pledge” outlining the role of AI in supporting climate objectives is being developed, with the aim of unveiling it prior to the summit. Additionally, a second initiative will showcase pilot projects demonstrating the responsible application of AI in practice. The pledge will be voluntary, and its adoption will not require the consensus of the nearly 200 nations participating in the UN-sponsored climate summits. Each year, countries are encouraged to support non-binding pledges on a parallel “action agenda” that operates independently of the formal negotiations.
